Update on the City and County of Honolulu’s Building Codes

Deputy Director of the Department of Planning and Permitting
Honolulu’s Bill 50 which adopts the IBC 2012 edition, and Bill 25 which adopts the IECC 2015 edition are still pending. Tim Hiu will describe the significant changes IBC 2012 has over IBC 2006, and IECC 2015 has over IECC 2009. He will also update everyone on the status of these bills, as well as provide insight on what the State Building Code Council is doing with IBC 2018, and how long it will take to get the latest codes adopted in Honolulu.

Timothy F. T. Hiu, P.E. LEED AP Deputy Director of the Department of Planning and PermittingTim serves as the Deputy Director of the Department of Planning and Permitting within the City and County of Honolulu. As a licensed Civil Engineer in the State of Hawaii, he has over 34 years of experience in construction and in government. Prior to his appointment to Mayor Kirk Caldwell’s Cabinet, he held the position of Division Chief of the Building Safety Division, where he administered the Building, Electrical, Plumbing, Housing and Energy Efficiency Codes of the City and County of Honolulu, with a staff of Electrical, Mechanical, Structural, and Civil Engineers, as well as inspectors to enforce the building codes. One of the major accomplishments as the lead project manager, was the integration of portions of the Building Department and the computerization of the building permit process into the newly formed Department of Planning and Permitting, as a result of the City reorganization in 1999-2000. |
