Presentation: Clark Construction recently completed the Long Beach Civic Center (LBCC). The project includes a new city hall and civic chambers, a headquarters for the Port of Long Beach, and a public library. The $414,000,000 and 600,000 sq. ft. project replaced maintenance-plagued, seismically-unsound structures with four new civic buildings that play a vital role in the City’s efforts to revitalize downtown, and without added cost to taxpayers. The state-of-the-art Civic Center development was delivered under an innovative public-private partnership (P3), utilizing a design-build-finance-operate-maintain (DBFOM) contract.  Skidmore Owings and Merrill, (SOM,) is the architect and Edgemoor Infrastructure & Real Estate is the co-developer. The project is the nation and North America’s first municipal DBFOM, and is also the first North American hybrid DBFOM to combine public infrastructure and private development within a single project. Targeting LEED® Gold certification, the new Civic Center optimizes operations and maintenance, maximizes street parking, and expands bike infrastructure to create a hierarchy and quality of place – one that befits the city’s dynamic center for culture, recreation, education, and government.

Speakers: Erin Young, the LBCC project manager for Clark Construction, is a graduate of the University of Florida with a degree in Construction Management.  Some or her previous projects include the 942,000-square-foot, $355 million Governor George Deukmejian Courthouse in Long Beach, and the 632,000-square-foot $345 million US Federal Courthouse in downtown Los Angeles.  Erin will be accompanied in the presentation by Arnoldo Ulloa, Senior Associate for Edgemoor Infrastructure and Real Estate.
